Regardless of what standard this is, the issue is that bit imperfect playabck can be good. Also, if one dithers when downsampling from a 88.2k/24 to 44.1k/16, bits are affected by the injection of noise.
Bit perefction is a tool against unintended resampling, not a gospel for digital audio.
