I found one open grid stop resistor. Some dirty pin contacts. But what really threw me is I had three bad 6C33 tubes. I set the bias and DC offset. Then in ten minutes and a little clicking from the tubes getting warm the DC offset would be off scale. I couldn't bring it back with adjustments. Three times I went thru this with a lot of head scratching thrown in. Finally I got all of the bad tubes and everything is fine now. I did put the tubes back in one at a time to double check. I did get the same results each time. I installed 1/2 ohm plate resistors and 680 ohm grid stop resistors. I want to thank you for your help and a big thanks to Lew for your suggestions.
