What causes Tube rush noise?

Sometime si do not listen to my system foa while. When I do turn it on and warm it up, I hear some tube rush noise from the left channel. The last time I heard this, I took the tube sout of the preamp and reinseted them.

Is the rush from the tubes or the preamp? I also recall that after I did this and played the sytemn more often, I do not hear the rush as much.

Any ideas?
