Start simple. Get a bunch of fuses.
Pull all the tubes and put a new fuse in.
Put only the rectifier tube in
If the fuse blows then most likely you need a new one.
If the fuse held then put in the output tubes
If the fuse blows then most likely you need new output tubes.
Now this is only basic testing. there could be other things that can go wrong and blow a fuse. However, those will require that you have the amp serviced.
