The presumption may not be correct...-

...that what the Hydra protects against as overvoltage is the same as the size of a voltage spike that will trip the fuse in the amp.

That said, tubes age, and if they have lots of service hours on them - which is unrelated to how old they are - then you are asking for trouble and should just retube or test on a calibrated tester. Tubes, and phono cartridges are consumables that need replacement.

If you have a multi-meter with a continuity test function you should check the continuity of the fuse as well. It may be just fine. Bad rectifier taking out a fuse is certainly a strong possibility though.
