Attenuation from neutral isn't nothing, it's attenuation. What does full gain at max dials mean? How many db is "full gain"? Why does this matter?

A notch filter tends to be much, much deeper and narrower than what is referred to as a tone control. The tone control mentioned by the OP is a box with gain and four area dials...
