Hi unclestu,
Once again I'd like you for coming through with a great deal of insight for me to take in regarding said devices, as this is in itself very very educational to say the least and gives me more options to chew on before committing to one or the other.
I'm also aware that while some might see these devices as ' snake oil ' or worse, I actually believe in tweaking my system as a means of unlocking hidden nuances that some tend to take for granted - I'm big on isolation devices/platforms to the point that each/every component in my system has been isolated/de-coupled from its surroundings even taking into account the various method of speaker to stand interfacing devices - to my way of thinking everything counts in ones system and I tend to voice my components to suit my ears/preferences more so then most, but by following many of the writings from our own Duster who's a member here since 2004, I've gained a great deal of knowledge on said matters of RCA Jacks - Binding Post - AC Outlet ( AC/IEC Plugs ) and the differences that metal alloys present to the actual music itself and you know what?, his recommendations have proven true and sonically I've improved my system to that point where very few of us arrive - it's called contentment.
You know, it's like when someone has reached a point in ones life with their components where they begin to realize enough is enough, and tend to listen to their system as it is for say the next 5 - 13 years and have discovered there's more to life then listening to boxes/components and has re-educated themselves how to re-focus that energy on listening deeper into the Music and having a certain sense of peace knowing all to well in some cases so-called upgrades are lateral at best - while something's clearly sound different, but are they clearly better from a purely musical perspective?.
I see devices like these as a means of merely finalizing the voicing processor on said system as a ways of enhancing what's already in place as opposed to chasing the latest greatest new toy that comes onto the market every 8 months or so, and causes some to sell of something in which they've only had in their homes for a few months or so, while chasing a different sound for the sake of it.
I'd much rather understand the voicing of each component I've and work with them to maximize their strengths while minimizing their weaknesses and find that sense of synergy that allows each to have a more sense of correctness and/or purpose that doesn't have to be questioned as to how it sounds!, it's merely a matter of trusting in ones ears and/or senses enough to know that ones system is " Clicking " as I often like to refer to it when everything locks/snaps into place.
So it's the little things like these devices that I intend to use wisely to reach said end, and for me - the chase for the illusion of the absolute sound ends here.
Thanks yet once again for sharing your insight, it means the world to me to have such knowledgable music lovers assist me on the matters that I'm unaware of, yet consider them of vital importances none the less.

Follow Ups:
On the EAU and Tice and Quantum units. I believe the counting chips (They are decade counters) actually introduce noise into the AC line. AS contradictory as it may seem it is sort of "dithering" the AC line, covering or swamping the random noise (i/f factor), making it easier for the conventional power supplies in most gear to eliminate the noise.
FWIW I have never seen the insides of the devices you inquired about so it is mere speculation on my part.
