I found this when I popped the lid on my Yamaha T-85 tuner. IIRC, sometimes parts were "bonded" to circuit boards with wax, but that may just be wishful thinking on my part.
Any opinions on what this gunk is?

It's glue.
In case of electrolyte it would have eaten away the jumper wires.
And the winner is .... GLUE!! Thanks for the help. I used a Q-tip with rubbing alcohol, and none of the gunk rubbed off.
With the component unplugged and the power supply allowed to discharge (use a 10K resistor across all the capacitor terminals), of course, try wiping the gunk with a wet Q-tip. If some of the gunk comes off on the Q-tip, then you have a leaky cap that should be replaced before it blows up or shorts and causes further damage.
Be sure all the gunk is cleaned off the board before the new cap is installed. The new cap should have the same or better ratings for capacitance and voltage.
I think you're gunk is glue. I've had this on a few separates. Get your iron out and pull it from the board. You can then assess the underside of the can and get a better picture. If the gunk is glue, then you'll have a job after you've un soldered, trying to pull it off the board.
