Just a head's up, but be wary of Ron Welbourne. Many of us, myself included, have been burned by Welbourne Labs. I suggest you check the posts on this site before buying from him.

I've been buying from him for over ten years and never got burned. Yeah shiping was slow for a while but I always got what I bought. T just bought two power-supply modules and they were shipped quick are a nice bit of kit for the price.

No. The ua723 is an old IC but for $36? Depends on what you are using it for.
