some years ago .....
I visted a local power station with a group on an organised tour ...in the control room there was a chap who was in charge ...I looked at the main output frequecy dial it was running at around 45hz our norm is supposed to be 50 hz..when asked the chap in charge said nobody would notice ..and it saved them several million pound over life time of the coal fired power station ....
the moral is they can get away with pretty much what they like !

I think he was pulling your leg. Unless you guys use nothing but cuckoo clocks driven by weights you would really know it if your average frequency was off. Clocks with synchronous motors or digital ones that derived their clocks from the line wouldn't keep time. Here in the US of A our long-term mean frequency is very dependable. In the short term however...
I conned a friend of mine to give me a tour of the hydro-electric dam where he worked. While we were in the control area he pointed out a clock with two hands, one the 'real' time and one the time based upon their generators. They were off by a few seconds. I ask him about it and he said that it was within tolerance but he gave a control a slight tweak which he said would bring it back up. Unfortunately I didn't ask for further details, so I don't know if was grid time or time inferred from accumulated phase shift at their dam.
Don't confuse voltage and frequency. Besides screwing up clocks, running a lower frequency would not save power, running a lower voltage will on some on unregulated devices such as resistance heat and light.

An individual plant cannot set their own frequency, decrease or increase arbitrarily. They need to sync the fequency to the grid, off by a degree or two and they would blow the breaker. I've seen it done! Quite spectacular.
I agree .....but that said I have a dozen people who were their at the time who all heard the remarks.
could be the whole grid was running on a low freq count ?
or it was all bull by the controler ... except for the dial that clearly showed the freq....
