I'm not much of a DIY'er but if the price is right and the instructions are clear I might give it a shot.

You might want to take a look at offering from DIY Hifi Supply and Net Audio . The former for its reputation of offering great value and it's support of ultra-fi implementation often sen in DIY designs and the later for its small size and sane designs. I'm thinking about one of each for the 2 Cambridge Audio CD3s I just acquired.

1ppm 33.8688 tcxo clock with a independent power supply, this seems like the best they have to offer.

Define 'Good'. I'd use either of them. Given your stipulation of $500, I'd think they'd do nicely but you can spend more. Everyone knows about Audiocom's product, as well as LC Audio. The brains behind LC Audio's clocks has split and released his latest effort called the Neutron Star clock (New Class D, I think is the name of his site). But then your spending $500 on the clock by itself without a PSU, from which they would probably both benefit. Or, if you really feel like it, you can invest in rubidium clocks from the likes of Antelope Audio, who usually make gear for high end DAWs.
From what I am able to detect, the discussion re. clocks has evolved beyond simple jitter figues to incorporate phase noise and overall clocking systems within the chosen digital environment. The choice, as ever, is yours.

Just trying to narrow it down to something better than a crap shoot...
I'd rather not end up with a closet full of clocks in the end of a journey trying to find a clock to my liking. Sometimes its best to just go ahead and spend the money on something higher end.

1 ppm has no significance; you need to stay within +- 100 ppm for most dacs to lock. Choke power supply is again not significant; it is the noise level (1/f noise) of the power supply that matters.
There is a lot of marketing speak on clocks.
Ok besides power suppy [which I know should be the best possible] what data can I look at to choose a clock?

Unfortunately some imporatnt factors are not spec'd. Most x'tals are not symmetrical in their outputs (5% mark-space ratio). Worse is ringing in the ramp up/down waveform due in part to poor impeadnce control. My experience is that waveform integrity and transmission are very important (one can hear the difference between a 50 Ohm bnc and a 75 Ohm bnc connector!) Note: a dac is triggered on the up and down swings along the gradient of signal and poor symmetry in waveshape and rise and fall times have their consequences.
The best advice I can give is to listen to one or buy one on approval.
