Sounds like you have interconnect cables where the ground shield is discontinuous between the ground connection of the TT and the Pre-amp.
use a cable with a continuous ground (and hot) and the problem should go away....

I thought the AQ King Cobra had the configuration you suggest... but maybe not. Do you know interconnects having that configuration for sure ?

Do you have a multi-meter - a device that measures voltage and resistance - or continuity?
If so - then you can check the cable's construction -
First - select continuity - or Ohms - resistance on the meter - with the leads touching each other - the meter should read zero - with the leads not touching the meter should read either a very high number - like all 9s - or a message like OR (out of range) or something - remember this-
Disconnect the cable from all equipment,
with one lead from the meter connected to the outer ring of the RCA connector at one end, and the other lead from the meter connected to the outer ring of the other end of the cable in question -
What is the resistance (in Ohms) - it should be quite low - possibly Zero -
If the ground connection is discontinuous - then the meter will give the reading that you remembered from above - (when the leads were NOT touching) -
You may be able to make the connection continuous - then again it may not be possible...
