It's kraft paper impregnated with petroleum jelly. I don't know off the top of my head what the resultant dielectric constant is, but I know that PIO caps have a rather exceedingly high dielectric absorption. And while some consider this bad (and from an objective standpoint it is), that might well be why many ultimately like them.
Yet another example of why I avoid making judgements based on objective "specs."
