Glenn,I thinked again about adding gain to the last stage and it's not a good idea. Adding gain will force you to use another cap in the feedback to keep the DC gain at 1, something I try to avoid as much as I can.
With aged caps, you have more ripple, for sure. But to the point that a reg. have to dissipate twice heat, it have to be either short or make the reg. oscillate which make funny things. Ever drive a CB amp. with a "lab" PSU feeding LM78xx that start to oscillate at the carrier frequency when pushing the knob to talk? Crazy current meters... Add a 10uF 'lytics across input and gnd of the reg. and you're in business.
