I drilled the holes as close to the pipe diameter as possible. This allowed a tight compression fit with some glue to secure.
However I don't recommend this as getting hole size exact is finicky. Much better to get holes to the best practicable fit and then secure with self tappers from inside of the pipes into the wood.
