Have you tried putting the tube in a sink full of water to see where it is leaking? If there is a small hole you could patch it. If the valve core leaks, first deflate the tube and tighten it with a valve core tool. Back in the sink, if it still leaks, replace the core and tighten it properly with the tool. Then add about four or five wraps of teflon tape around the threads on the valve stem and put a good quality valve cap tightly on it. This worked well for me on a bike tube I had under my CD player, never leaked a bit.
The tube you have looks like it may have originaly been used as a sealing ring for presure testing something where a small pipe goes into a larger one, like a water well for instance. Plumbing supply houses sell inflatable plugs for testing drain pipes. Perhaps your tube has a similar purpose. Just a guess.
