Steve,If the tube is generally intact, you may be leaking from a valve stem. If they are standard Schrader valves you should be able to try installing a new stem. If that doesn't work, go to your local bike shop and ask about one of the several liquid leak sealants which go inside of a bicycle tire. Racers sometimes use them to prevent leaks during a race. Another thing to consider would be to fill the tubes with a liquid, such as an oil, and not air. This might even provide better damping. However, the downsides to this are if they still leak it will make a mess, and you cannot be sure how the oil you use would react with the rubber of the tube.
