That is not a Grounded power System. It is an Isolated Power System.
IF you were to measure for voltage from either HOT leg, lead, of the secondary winding to ground you will measure zero volts nominal. Reason being there is no reference from either lead of the secondary winding to ground. The secondary is floating above ground.
If it was a Grounded Power System one of the secondary winding leads would intentionally be bonded, connected, to ground. That grounded leg, lead, would become the neutral, The Grounded Conductor.

Note on the secondary winding side of the drawing T1 7 and T1 7B wires. (Bottom of the drawing of the secondary winding) T1 7 is the neutral conductor and T1 7B wire bonds, connects, the neutral conductor to earth ground making the neutral conductor the Grounded Conductor.
If you measure for voltage from the other secondary lead of the winding to ground you will measure 120Vac.
