So you want cheap and 3/8" huh?

My kinda guy. Try out Hilti and look for a 3/8-16 stud that is "shot" into concrete or steel. Keep in mind Hilti is pricey and the same item from others is cheaper. It should get you looking in the right area. I loctite a wing nut on top, drill and tap the base, then use a hex nut to lock it in place. Figure between $1-2 for stud turnkey.

For larger threads, like 3/4", look for a General brand plumb bob. Unscrew the top and re-tap. That will cost a bit more.
