This needs to be considered in terms of watts. If he opts to series wire the fans he needs 48V@1.5A. He could also wire 2 series pairs in parallel and use 24V@3A. This is assuming he wants the fans to run at full speed. I sendom run fans at full speed due to noise considerations.
