Note that only non-polarized capacitors should be used in crossover networks, and if the tweeter is of a decent quality, I also recommend using a film cap (mylar, pp, etc.) rather than just a Non-Polarized Electrolytic.
If it is a film cap, and is labeled with an IN and an OUT, this may refer to which side of the cap has the outermost layer of capacitor plate connected, traditionally, this side of a cap is connected to the lowest potential point in the circuit, so as to provide some modicum of 'shielding', but it is not necessary to be concerned with this in a loudspeaker crossover circuit, as it is already considered a low impedance situation.
Of course the figure shown is a bit "arbitrary", in that you could reverse the location of ALL of the polarity signs, and it would still be a valid way to wire the parts.
