CAT-5 jacket is not designed for power cord service.

Chances are that the type of construction you describe would work in a protected application, but the jacket around the four pairs of wires is thin and not meant for flexible use in a general power cord. The Teflon insulation on the individual wires is definitely not safe for line cord use, as Teflon flows under pressure.

Even if you are aware of the issues and know to take care with such a cord, how do you protect the next person who might use this cord?
