Fixed is lighter and less cumbersome. Very few operations require a plunge mechanism. Sign-making and stopped dadoes are among them.
One of the first things you learn about routers is that, as it took so damned long to dial in the cut, you don't ever want to do that again so you need 2 routers.
Start with the Ryobi or Sears for $60. They plunge.
More serious iron and no debate on quality are the Porter-Cable 690 or the Bosch look-alike. So easy to use.
To use the Jasper Jig w/o a plunger, let the pin just a tad into the plate. The other end will protrude past the cutter. Place the pin in the workpice hole and, holding the router quite straight, just ride the pin down until the base makes contact.
