Buy some navel jelly. This is acid for removing rust. Just paint it on and let it sit 10 minutes to etch the surface. Then neutralize with baking soda and wash it really well.Spray on a good primer of your choice. I like sandable primer so I can get the surface really even.
Then spray with the paint of your choice. If you have an oven large enough you can bake enamels. Do not bake laquers.
Hope this helps some! I like the pebblized paints sometimes called splatter finish paints for equipment!
