The epoxy is so wet that it reflows after scrubbing. That's why you use a laminating epoxy rather than a glue epoxy, the glue grades are too viscous. Think of it like scrubbing in an oil coat, only with epoxy instead.Of course you get tiny particles of aluminium oxide and aluminium bound up in the epoxy, so it needs topcoating.
