I say go for it. The less distance between the floor and any piece of gear, the greater the opportunity for vibration to be amplified between the floor and that piece of gear. All other factors remaining equal, placing your tt on a shorter rack should improve things.What is below your listening room?
I got huge gains in fidelity when I put jacking posts below my former listening room to stiffen up the floor (suspended wood floor listening room was above the basement). If this is at all an option for your room, I would do this before anything else - it will likely cure your footfall problem entirely and give you better sound than you've ever had (in addition to affecting the vibration that enters your gear thru the floor, this also greatly reduces the floor's ability to emit sound of its own).
