Is L/R channel imbalance pretty common?

I use a test CD and found out there's imbalance between the L/R output and have to use my tube preamp's balance control (10 o'clock on the dial to the left channel) to compensate the difference. Is channel imbalance like this pretty common or something is wrong with my vintage tube gear? Thanks!
