In regards to #2, I think it will be easier for you as well as more likely to be airtight if you simply wrap the fiberglass around the inner cage twice in a continuous sheet rather than cutting the sheet in two and trying to seal two seams instead of just one.

I have had very good luck with Liquid Nails as the glue, but since you don't have that option I'd look for something similar. You want it to be viscous and also something that is compliant when dry. If it is too thin and, especially if it dries hard, it will probably soak into the fiberglass and reduce the effectiveness of that portion of the fiberglass. It will also be brittle and won't handle the flexing that is inevitable when you move a tube trap. It sounds like the glue you're thinking of using is a paper glue (Elmer's brand in the states), and would be too thin and brittle to do the job right (but this also depends on the fiberglass you're using, with which I'm not familiar). You can also do a test with a small piece of 'glass and board - you just need an air-tight seal that will withstand some stress.

Since you can't get Liquid Nails, look into the different types of caulk that might be available to you - most caulks will work (be sure to check the curing time as well as the odor properties) - you won't want to have to wait days between completing construction and when you can breathe with it in your listening space!
