What it's for is for creating a high impedance to high frequency (i.e. RF) currents in the conductors they are used on. They do it by increasing the inductance of the conductors in the viscinity of where the ferrite is located on the cable. When you increase inductance, you incrase the impedance to high frequency currents so it works to prevent RF from entering or leaving a component.

It does this in the same way that wrapping wire around a ferrite core increases the inductance you would get otherwise if you just wrapped the wire in a coil (an air core coil). So if you take an air core coil such as you'd use for a speaker crossover and put a ferrite core through the center hole, it would increase the inductance of that coil.

Similarly, the inductance of a simple length of wire or cable can be increased by putting one of those ferrite clamps around it.
