You asked if a "blown tweeter" would be able to output noise and you received an incomplete answer from another inmate. Fact is, a "blown tweeter" (one that needs to be replaced) might still produce sound, albeit at a reduced level. A bad tweeter having reduced output can indeed make a speaker sound "flat". You might have to measure or listen to a new tweeter and compare it to the sound or the measurements of the old tweeter, in order to know if the old tweeter is damaged.

Not trying to be snarky here, but you'd be wise to compare advice peddled on forums against facts listed elsewhere on the web from now on. So, there you go...
