The Ramones were playing at the CBGB in NYC. Malcom McClarem (sp?) got the idea for the Sex Pistols from The Ramones.The Brits have always had a knack for taking a piece of Americana and honing it into more exciting, marketable form (see The Beatles via The Crickets) - but that's another story.
I think Punk was a reaction to the bloated sounds of Arena rock - see Peter Frampton's "Comes Alive" and Bob Seger's "Live Bullet, combine with the advent of Disco.
Without Punk, there would been no Husker Du, Meat Puppets, Minutemen, etc (circa '80) and many other US bands that, to me at least, stand up on its own and make a difference.
