it's not the same, when you're using multibit PCM format your each sample describes the current audio signal (that's why you have to use multibit to describe many different levels of audio signal), in DSD format audio samples follow the analog signal assigning only two values, 1 if the signal increased and 0 if the signal decreased from the previous sample, what describes the audio signal here is density of 1s and 0s and not each individual sample as it's in case of PCM recording.

"Pulse Code Modulation was invented in the 1920's or 1930's. Delta-sigma modulators were invented in the 1960's. Since PCM was in use decades prior to the invention of delta-sigma, it should be obvious that there are plenty of applications of PCM that do not use delta-sigma modulators."

I know there are converters that can support PCM format natively but they are pretty rare these days. Take for example Blu-Ray players - they all convert 24bit PCM -> delta sigma -> analog
