At one time the NCAA used to treat the type of infraction committed by Oregon as unsportsmanlike conduct, dead ball foul, which meant no time off the clock. The directive to the officials changed because of some unrelated incident in another game years ago.
According to The Athletic, the NCAA is going to direct officials to start treating what Oregon did as unsportsmanlike conduct with no time run off.
