There are state laws about spaying and chipping outdoor cats, and fines for people who flaunt those laws. There are laws regarding the operation of animal shelters. And there are special laws regarding feral cats. But nowhere is it stated that you can't let your cat roam freely out-of-doors. Nor is there any leash law for cats in California, as your link stated.
Some cities have their own municipal code regarding cats. Some cities require cats to be licensed (Milpitas), some cities limit the number of cats and dogs you can own (Fremont), and many cities have spaying laws and laws to manage feral cats. But no city that I could find prohibits your cat from wandering outside your house.
