Back in DOS days, it often meant a hardware interrupt to force a reboot. You don't want that to be a single key. The problem of course is overloading that to mean 'login' from a screen. It's not a regular key because the goal was to preclude trojans that simulate a login screen---you can't allow regular programs to capture or bypass the special key.
So there was only one special hardware-blessed sequence which could instead of two or more.
