how does a preamp work

Hey good folks. I am sorry but I do not understand what a preamp does. I have a Onkyo A-10mand would love to get more clean wpc. Would a preamp help me? If not, what on earth does a preamp do? Is it simply the traffic cop for the amp? Or does it serve a higher purpose?
