DBX & tuner hookup

Which tuner to get and getting the most from it. Thank God, for the radio!

I recently picked up a DBX 3BX-II and either I'm having brain fade or it isn't working.
I have the tuner hooked up to the preamp per the normal connection. I have the DBX hooked up to my preamp tape loop. I do not have the second set of rca's on the DBX hooked up in the loop going to the tape deck as I don't have a tape deck.
When I engage the tape monitor button on the preamp shouldn't I be hearing the expanded version of the tuner signal? The DBX powers up & all the buttons seem to light up, but the three rows of "Gain Change" LEDs remain all yellow, no red, regardless of the settings on the DBX Transition Level or Expansion.
Am I missing something or did the unit get damaged in shipping?
