Fanfare Ft-1A Tuner

Which tuner to get and getting the most from it. Thank God, for the radio!

Regarding my Fanfare FT-1A tuner I just discovered that the left and right LO RCA outputs work fine, but the left and right HI RCA outputs and XLR outputs have hardly any gain. The volume is so low that you can't really use them. Any idea what is causing this?
