Usually modern caps don't go "dry" like in the old days of tube radios. If run hot or for a long time they can go bad, but bad ones in solid state tuners are somewhat rare. I would get a current meter like Kill-a-watt P4400 for $20. Plug into the meter and start it up, watching amps closely. If the meter reads close to the nameplate current on the back, it is likely OK.
You could also remove the cover and inspect inside before turning it on. Then observe as it powers up.
