I have a lot of radios, and to buy something truly satisfying under 60 bucks is tough.
If it were me, I would simply buy a Sony ICF-2010 (assuming it is portable enough) and be done with it. If you ever want to sell it, you will get your money back. It will blow the budget though.
One semi-portable with great sound is the GE SR III. Nice big speaker and runs forever on D cells. The tuning is a bit imprecise, but it is usually cheap and the sound is probably untouched for the price.
For a true portable, I use a Sangean DT-400W. It is around your budget and well made.
