On second look, you're right--that's not a cascode, it's some sort-of voltage regulator that scales with line voltage.
However, the initial objection stands, that the voltage regulator half has way too much heater-to-cathode voltage for a 12AX7, and a 6DJ8 is designed for that sort of service.
