Hi,Donno about american specifications but european usually have +/-10% for common tubes (ECC83 and one number american ones) and +/-5% for special quality ones (E83CC or four number american ones).
Above those percentages there is usually a 5% tolerance for "line fluctuations".I guess one should keep as close to nominal value as possible anyway.
(Directly heated tubes - depending on wether they are dull or bright emitter ones - is another matter.)
