Yes, a dedicated line is a run from the outlet to the breaker box with no other outlets or switches on the way.
It's probably the most cost effective way to address power issues in your system (e.g. more bang for the buck than power conditioners, power cords, etc.) The differences were definitely worth it at my old house and my new house. You get a lower noise floor which lets you hear more details, more room ambiance in the recordings, etc.
