Power Supply doing the funk on startup!

So my 89 yr old father would have a simple receiver to use (analog dial), I purchased an old yet very clean Lafeyette LR-3030A Receiver. During the first 10-15 seconds when turning on, the PS seems to flutter between On and Off. It than stabalizes with no further problems. Any suggestions? It does have two fairly large can type capacitors. Could they be failing?
