Pioneer SX-1980 2SA628A need reg board help

anyone repair their regulator board on the Pioneer SX-1980. I recapped the board and replaced the 2SA628A and 2SA720 both with NTE290 and it doesn't work. I checked all 24v & 36v Zeners and 1S2673 diodes and are ok. I get +80 and +35 but -40 and -18, the power coming off the rectifiers is ok +/-100v. Any help appreciated.
