Part of the problem is…

that the manufacturers of fibreglass insulation are basically making a product for thermal insulation where it gets used sealed away from the people in the buildings that are insulated with the product. That's the safety area they investigate, as well as safety during the installation process. DIY users are using the product for a very different purpose - one it isn't sold for, and also using it in an environment in which it isn't intended to be used. Manufacturers can't always be aware of every alternative use their product gets put to, and I wonder whether they have a responsibility to provide info for non-recommended uses. I don't think they do - users have to take responsibility when they start using things for non-intended uses.

I think manufacturers of commercial finished room acoustic products containing fibreglass do have a responsibility to their customers and should provide safety information regarding the use of their products in-room because that is the intended use and environment their products are made for

As far as loose fibreglass fibres being able to pass through the pores of Guilford fabric, I would be pretty certain that they could if the fibreglass panels start shedding fibre. I have no information whatsoever on how likely that is to occur.
