I think that rule is rather loose.

I was born an raised in Georgia and still work here (LaGrange), and I have a home in Alabama just across the state line (property taxes are virtually nonexistant and it's nice to live in the middle of nowhere). We have always used "ya'll" and "you all" both for singular and plural. It usually depends on how well you know the person you're speaking to or how much beer you've gulped down and whether the track is dirt (homeboys) or paved (high society).
