Actually, you do not need VLC to stream internet radio -- your browser will do it. (VLC is very good for playing audio or video files, btw.)
As for the Chromebook, realize that it can't do anything without an internet connection -- all of its functionality happens through the web, and anything you "save" on it is being stored on the web. If that works for you, do it.
