Given the information you provided, I would suggest that the tubes were not NOS. Even when the
two sections of a single tube in my collection of NOS 12SX7s (including milspec and other types)
did not match perfectly, they were always within 10 or 20% of each other in terms of
transconductance (which is what you want to measure, so I hope the tester that was used
measures transconductance). Never ever saw any NOS 12SX7 where one half of the tube was
simply "bad".
