It's an Altec loaded KHorn with an 811B sectoral horn on top rather than Klipsch/EV horns. The extension of the HF horn will have a slight effect at the lower end of its passband, but its purpose is mainly cosmetic. The 816-8a woofer is less than ideal for the 40Hz KHorn. Fs is 25Hz, whereas the best Fs range for a 40Hz horn is 40 to 50Hz. That low Fs will result in lower sensitivity near 40Hz than with the Klipsch K33, which has 35Hz Fs.
PWK could have realized a better result with a higher Fs driver, but since horn modeling software was some 50 years away he had no way of knowing that, other than extensive trial and error testing. Some have reloaded their KHorns with EVM 15Ls, with 43Hz F3, with better results than the K33.
